The revised bill would build a national price database to curb inflated bid prices and cut several bidding steps. The NA Standing Committee says looser controls must not open legal gaps or weaken competition.
The Law on Bidding would be improved to convenience and openness for investors when making procurement of bidding packages but at the same time ensure strict management, prevent profiteering and corruption.
The recently issued Decree 63/2014/ND-CP, which has details of the Law
on Bidding, is expected to ensure transparency and efficiency, and help
avoid any overlap during the bidding process.
